Who we are Mission Resource Conservation District is an independent unit of local government organized under the provisions of Division 9 of the Public Resources Code of the State of California. The District actively promotes the responsible use of land, water, and other natural resources. The District's board meetings are held on the second Tuesday of every month at 4:00 pm at the Fallbrook Public Utility District's Board Room (same address as Mission RCD's office). The activities of the District are administered by a board of directors who live within its boundaries and serve without pay. Technical service is provided by District staff and by the United States Department of Agriculture Natural Resources Conservation Service (NRCS). All services are provided to the District's cooperators without charge. All programs of the Mission Resource Conservation District and the USDA Natural Resources Conservation Services are offered on a non-discriminatory basis without regard to race, national origin, sex, age, religion, marital status or disability. Where we began In the early 1930s, RCDs were founded on the belief that decisions on conservation problems should be made on the local level, by local people, based on local priorities. Organized as a unit of state government, Mission Resource Conservation District (Mission RCD) coordinates federal, state, and local funding and technical assistance to meet the needs of local property owners and community groups. At one time RCDs focused mainly on soil and water conservation, but times have changed and so have the needs of property owners. Our District, which was chiefly dry-land agriculture in the 1940s, has become a unique mixture of farming and urbanized living.
